its becuase they were like 20 second exposures. when you close the aperature down and bump up the exposure time, light tends to refract and leak through causing that twinkle effect. You can control it by shortening the exposure, i just thought it looked neat.

lens flare is something else, caused by the light reflecting off of your lenses. you can see it as those spots between the center of the frame and the light sources.
